Campaign Issues

1) Truly FIGHT for the best interest of the citizens of the 11th legislative district.

i. To many times bills are passed that do not represent the best interest of the citizens, just special interest groups. I equate this to "Robbing Paul to Pay Peter" and the citizens are Paul. The only special interest group I plan on representing is the citizens. Once elected, I intend to FIGHT for the interest of the citizens of the 11th district. FIGHTING goes beyond casting a vote it requires a high level of activism and leadership both qualities I have demonstrated over the past 21 years.

2) Lower the cost of energy -

i. BGE 72% increase - I pledge to do everything in my power to drive down the cost of gas and electricity. The 72% increase in BG&E and the record gas prices will be devastating on many Marylanders, especially the seniors and others on fixed incomes. Many seniors will have to skip meals, medicines and other essentials in an effort to keep the lights on. The increase will also hurt our economy by making citizens cut back on discretionary spending.

1. Re-regulate parts or all of the electric industry.
The promise of deregulation has not materialized for the citizens of Maryland, only BGE. There is no competition for Marylanders to choose from. Deregulation + No Competition = a blank check for BGE.

2. Residential rate aggregation - Allow jurisdictions, Baltimore County, or Owings Mills, etc. to collectively purchase electricity.

3. Return the approx. $500 million dollars to the citizens of Maryland from Constellation Energy, BGE parent company.

3) Education - I believe all students deserve a high quality public education. A good education is the key to solving many of our community problems. I will do everything in my power to ensure that Marylanders are provided the best quality education possible. This education should be provided by the highest trained, competent and well compensated professionals. I think we should invest in our community and children on the front end by giving them a great education and not on the back end by funding millions and millions of dollars on a criminal justice system and watching good citizens fall prey to violent uneducated criminals. I will fight for increases in pay, retirement and other benefits for our educators so that we never again have to hire teachers from another country because there is a shortage of educators in this country. I will also work hard to make our state colleges and universities excellent and affordable to every citizen of the state.

4) Strengthen Families and Communities - I plan to support and or create programs that seek to strengthen families and communities. My plan is to:

i. Keep schools open after hours for the community. This is the first step until large community centers can be built. Offer programs and recreation to the entire community. This program would be modeled after the "Office of After School and Community School Programs" of the Chicago Public Schools.

ii. Build Community Centers - The community centers would be a place where the entire family and community could go to enjoy recreational, tutoring and other programs all in an effort to strengthen the community and family. Let's give our kids some place to go other then the mall.

5) Health Care - I would also work to some day provide health care to all Marylanders. We must control the high cost of health care. As a Fire Chief, I have seen many citizens with serious injuries and without health Insurance, refuse to go to the hospital emergency room because they can not afford the bill.

i. Provide preventive care - I have seen too many citizens use the hospital emergency room for injuries or illnesses that could have been prevented or treated in a doctorís office.

6) Public Safety - Support our Fire and Police Departments and the men and women who work tirelessly protecting us. As a Chief Officer of the Anne Arundel County Fire Department, with over 20 years of experience, I know and understand the needs of the public safety community. I am one of the highest trained emergency responders in the state.

7) Increase Jobs - Support efforts to level the playing field for our small businesses. Oppose unneeded regulation that hinders small business growth.
